Job Description
The City of Portland is hiring three Limited-Term Coordinators for Urban Forestry, focusing on project management and collaboration in a $65 million initiative for street tree care programs. The roles involve leading special projects, analyzing service delivery challenges, and developing communication products. Candidates will work on-site at one of three locations, with a hybrid schedule requiring at least 50% in-person work.

Job Appointment: Limited-Term, Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.Typical Schedule: Monday - Friday 7 am - 3:30 pm, some evening and weekend work.
Work Location: Dependent on position, the candidate will work at one of three Urban Forestry sites: 10910 N Denver Ave, 1120 SW Fifth Ave., or 1900 SW 4th Ave.
The current schedule for this position is hybrid. Employees are expected to work on-site 50% of the time, at a minimum. The City is reevaluating a return-to-office (RTO) policy, which could change in-person requirements with notice. Position Summary:

These Limited Term Coordinator II positions are opportunities to take on meaningful coordination roles, be mentored by experienced managers, and develop the skills for complex, high-impact work.
We’re hiring three Coordinators to lead special projects as part of a $65 million, five-year Portland Clean Energy Fund (PCEF) initiative to scale up citywide street tree care programs. Each two-year position involves project management, cross team collaboration, and strategic problem-solving. Each has a unique focus area:
• Permitting and Regulation
• Science, Outreach, and Policy
• Tree Maintenance Operations
Applicants may express interest in any or all of the three positions. While some duties overlap, each Coordinator will focus on projects specific to their assigned area.
What you'll get to do:
• Lead special projects supporting development of a citywide street tree care program.
• Collaborate with Urban Forestry supervisors, managers, contract administrators, the City Attorney, and subject matter experts to develop recommendations for improving citywide tree care management and coordination.
• Analyze and resolve complex service delivery challenges, such as intra-city workflow harmonization.
• Track and report on program performance, pilot projects, and outcomes.
• Update and develop communication products, including webpages.
• Create standard operating procedures and program documentation.
• Develop and improve customer service communications and response systems.
• Represent Urban Forestry in cross-bureau and community initiatives.
Permitting and Regulation (P&R) Coordinator
The Permitting and Regulation Program is responsible for implementing the City’s Tree Code and consists of four teams focused on capital projects, tree permitting for work outside of development projects, tree regulatory compliance, and citywide Tree Hotline management. The team directly contributes to maintaining and enhancing Portland’s urban forest, advancing sustainability goals, and making the city a greener, healthier place to live.
Under the general supervision of the Urban Forestry Permitting & Regulation Manager, this position will serve as a key coordinator between the Permitting and Regulation Program and internal work groups and city partners, helping guide division growth and support the implementation and accountability of Portland Clean Energy Fund (PCEF) projects. Key focus areas may include communication and outreach to better serve the public, pilot program development and reporting, and supporting strategic coordination across the division.
Science, Outreach, and Planting (SOP) Coordinator
The Science, Outreach, and Planting (SOP) Team conducts a wide range of Urban Forestry functions—tree planting, community outreach, education, science, data management, and contracting. The team has grown rapidly in the past two years to 40 full time employees, in order to implement Portland Clean Energy Fund programming to expand tree planting.
Under the general supervision of the SOP Manager, the Coordinator will lead strategic projects aimed at expanding and enhancing tree planting programs, while fostering greater collaboration across Urban Forestry staff. This role includes researching tree planting programs in other cities and providing recommendations to inform and improve Portland’s efforts. The Coordinator will also manage key internal projects to streamline communication and operations—such as reorganizing Urban Forestry’s web content, developing a comprehensive manual of standard operating procedures, and standardizing internal systems that support team coordination and workflow.
Tree Maintenance Operations (TMO) Coordinator
The Tree Maintenance and Operations (TMO) team provides a wide range of care to city owned trees and trees in the right-of-way, including preventative park tree maintenance, 24/7 emergency response, planting and establishment on city owned properties, and treatment of Emerald Ash Borer and Dutch Elm Disease. The team has grown in the last two years to 35 full time staff and will continue to expand to develop and implement the Portland Clean Energy Fund programing to provide tree protection and care, specifically, Street Tree Care (STC).
Under the general supervision of the TMO Manager this Coordinator will support the planning, development and coordination for key components of the tree maintenance operations STC program. Focus areas may include tree care standards research and development, STC pilot project development and implementation, contractor management, internal work sequencing, and interagency project coordination to support expanded citywide care for Portland’s street trees.

Urban Forestry's mission is to manage and ensure Portland’s urban forest infrastructure for current and future generations. Portland’s urban forest is valued at over $9.2 billion and comprised of over 1.2 million park trees, 333,000 street trees and 2.9 million private property trees. The Urban Forestry team is responsible for the overall management, stewardship, and improvement of this essential infrastructure system. Urban Forestry’s work includes delivery of sustainable and equitable forest services to all Portlanders; establishing and enacting best management practices, plans, policies, and technical standards for tree care and protection and urban forest expansion; implementing, enforcing, and proposing improvements to the City’s tree regulations; providing tree maintenance services including 24/7 response to tree emergencies on City properties and public streets; tree planting and expansion of urban forest services; measurement and assessment of urban forest coverage, health, and services; offering community education and stewardship programs; and oversight and support of the City’s volunteer advisory tree board. Portland is a Tree City USA for 48 years; a Tree City of the World and the Urban Forestry program is accredited by the Urban and Community Forestry Society (formerly the Society of Municipal Arborists).
